2. Sukacita dimaklumkan bahawa CUEPACS WPKL telah mengambil inisiatif untuk mengadakan Sambutan hari Hari Raya Aidil Fitri 1433H. Butiran lengkap adalah seperti berikut :

Bayaran yang dikenakan adalah sebanyak RM 600.00 bagi satu meja ( 10 orang ) atau RM 60.00 seorang. Kesatuan Gabungan CUEPACS, MBK dan Bahagian- Bahagian CUEPACS adalah digalakkan membeli seberapa banyak meja bagi menjayakan majlis tersebut . Pembayaran hendaklah atas nama CUEPACS WPKL.

BONUS SETENGAH BULAN GAJI UNTUK PENJAWAT AWAM, BAYARAN KHAS RM500 UNTUK PESARA KERAJAAN

KUALA LUMPUR, 25 Julai (Bernama) -- Datuk Seri Najib Tun Razak hari ini mengumumkan bahawa kerajaan bersetuju membayar bonus setengah bulan gaji dengan bayaran minimum RM500 kepada penjawat awam.

Perdana Menteri yang juga Menteri Kewangan turut mengumumkan bahawa kerajaan bersetuju memberi Bayaran Khas Kewangan sebanyak RM500 kepada pesara kerajaan.

Bayaran itu akan dibuat pada 9 Ogos ini, katanya dalam kenyataan di sini.

Pemberian bonus dan bayaran khas itu akan memanfaatkan seramai 1.27 juta penjawat awam persekutuan dan 657,000 pesara kerajaan.

Najib berkata pemberian bonus dan bayaran khas kewangan itu dibuat berdasarkan kedudukan dan kemampuan kewangan kerajaan.

Beliau berkata bayaran itu akan melibatkan anggaran perbelanjaan sebanyak RM2.2 bilion.

Najib berkata pemberian bonus dan bayaran khas itu merupakan penghargaan kerajaan kepada seluruh penjawat awam dan pesara kerajaan.

"Kerajaan sentiasa prihatin dan sangat menitikberatkan kebajikan penjawat awam dan para pesara kerajaan," katanya.

Beliau berharap langkah itu dapat membantu mereka membuat persediaan menyambut Hari Raya Aidilfitri.

Najib berkata pembayaran bonus kepada penjawat awam itu bagi menghargai sumbangan dan dedikasi mereka dalam melaksanakan program pembangunan negara.

PETALING JAYA - The government is willing to discuss lowering the interest rate of 4% for housing loans for civil servants, as long as there is a proper basis to do so, Deputy Finance Minister Datuk Donald Lim said yesterday.
Responding to calls by various groups to lower the interest rate in the light of soaring prices of homes, he said as far as the government was concerned, economic factors have to be considered before any change can be made.
“The government is open to discussion, but there must be some basis and justification for the complaints as we have to ensure that we can sustain it,” Lim said when contacted.
“We have to ensure those who borrow can afford to pay. Right now, we have 241,000 bankruptcy cases, of which housing loans constitute 13%, so we need to look at everything.”
Cuepacs secretary-general Lok Yim Pheng had on Monday urged the government and housing developers to lower the interest rate and extend the loan repayment period to lessen the burden on civil servants.
“A civil servant who receives a salary of about RM3,000 and buys an apartment costing RM160,000 to RM200,000, would have to pay around RM520 to RM1,000 monthly to service the loan,” she said in a statement.
Cuepacs finance secretary Jaapar Mansor had on May 27 revealed that more than 60% of civil servants earning below RM3,000 were unable to afford homes, especially in the city.
He urged the government to take the initiative in tackling the issue, including reducing housing loan interest to 1% and increasing civil servants’ incomes.
However, House Buyers Association secretary-general Chang Kim Loong said setting the rate at 1% would not be sustainable. A more reasonable figure for the government to consider is reducing the interest rate to 2.5% to 3%.
“The interest rate of 4% was implemented at a time when interest rates for homes were very high, around 12%. Interest rates today are very low, and so correspondingly, the interest rate for civil servants should drop as well,” he said.
The 4% rate was introduced in the 1970s, and has not been adjusted since. The base lending rate (BLR) is now 6%, and many banks offer housing loans with interest rates below this figure.
Real Estate and Housing Developers Association past chairman N.K. Tong said it was up to the government whether to lower the interest rate or provide longer repayment periods.
“It would make sense to correspondingly reduce the interest rate so houses can become more affordable for civil servants,” he told theSun yesterday.
Chang also said many house buyers complained they had been penalised by housing developers when the Treasury was slow in disbursing their payments.
However, Treasury Housing Loan Division deputy secretary (operations and finance) Dr Chen Chaw Min told theSun the issue had been dealt with and the division achieved a 96% success rate of disbursing payments on time.
“We have been working to address this mechanism flaw over the past three years and now there are only a small number of complaints regarding late payment,” he said.
“Also, if we are responsible for the delay in payment, we write to the developer and explain what happened, and normally the developer gives a waiver,” he said.

Cuepacs: 60pc civil servants below RM3,000 income unable to buy a house

 

MACHANG: Cuepacs has revealed that about 60 per cent of civil servants nationwide, especially in the Klang Valley with income below RM3,000 a month, are still unable to purchase their own houses.


Its finance secretary Jaapar Mansor said this situation would prolong if the government did not take any initiative to tackle the issue, including reducing housing loan interest to one per cent and increase their income. 
 
He also did not deny the possibility that the civil servants that level of income could only afford to rent or own a low-cost house under the Hardcore Poor Housing Project (PPRT). 
 
Due to this, Jaapar said the umbrella union for civil servants had already initiated a move to identify civil servants nationwide who have yet to own a house, for it to be used as a guideline for a further action.
 
On other matters, he also urged the government to speed up the establishment ofa special commission to review the structure the public servants salary schemes and allowances as announced by Prime Minister Datuk Seri Najib Tun Razak on March 8. -- BERNAMA

RAMAI PENJAWAT AWAM TIDAK MAMPU MILIKI RUMAH SENDIRI - CUEPACS

MACHANG, 27 Mei (Bernama) -- Kongres Kesatuan Sekerja Dalam Perkhidmatan Awam (Cuepacs) mendapati kira-kira 60 peratus penjawat awam yang berpendapatan bawah RM3,000 sebulan, terutama di Lembah Klang, tidak mampu memiliki rumah sendiri.

Setiausaha Kewangan Cuepacs, Jaapar Mansor berkata fenomena itu akan berterusan jika kerajaan tidak mengambil langkah tertentu, termasuk mengurangkan kadar faedah pinjaman dan menaikkan gaji kakitangan awam terbabit.

"Kadar faedah pinjaman perumahan 4 peratus yang dikenakan institusi kewangan ke atas penjawat awam pada masa ini wajar diturunkan kepada 1 peratus," katanya kepada Bernama di sini, semalam.

Beliau tidak menolak kemungkinan penjawat awam yang berpendapatan di bawah RM3,000 sebulan hanya mampu menyewa atau memiliki rumah kos rendah bertaraf Program Perumahan Rakyat Termiskin (PPRT).

Jaapar yang juga Pengerusi Cuepacs Selangor berkata, saranan supaya kerajaan menurunkan kadar faedah pinjaman perumahan itu adalah antara tuntutan yang pernah dikemukakan kongres itu kepada kerajaan sebelum ini.

"Walaupun ia bukan merupakan tuntutan utama Cuepacs, namun ia akan terus diperjuangkan oleh penjawat awam melalui kongres itu," katanya .

Kongres itu juga sedang melancarkan gerakan mengesan penjawat awam yang belum memiliki rumah di seluruh negara untuk dijadikan garis panduan untuk tindakan yang akan diambil demi kebajikan anggotanya.

Sementara itu, beliau berkata Cuepacs mahu kerajaan mempercepatkan cadangan penubuhan Suruhanjaya Mengkaji Skim Gaji dan Elaun Penjawat Awam seperti yang diumumkan Perdana Menteri 8 Mac lepas.

Kongres juga akan terus mengadakan gerakan penerangan kepada anggotanya ke seluruh negara mengenai peluang yang dinikmati mereka melalui penambahbaikan Skim Saraan Baru (SSB).

500,000 PESARA DISARAN ANGGOTAI KELAB KESATUAN PESARA KERAJAAN

MACHANG, 26 Mei (Bernama) -- Kesemua 500,000 penjawat awam yang bersara daripada jawatan kerajaan disaran supaya menyertai kesatuan baru yang diwujudkan iaitu Kelab Kesatuan Pesara Kerajaan Malaysia (KUPEKMAS) bagi membolehkan kesatuan itu membela nasib mereka.

Setiausaha Kewangan Kongres Kesatuan Pekerja-pekerja Dalam Perkhidmatan Awam (Cuepacs), Jaapar Mansor berkata kira-kira 300,000 daripada jumlah pesara itu terdiri daripada mereka yang berkhidmat dalam kumpulan pelaksana iaitu Gred 40 ke bawah.

"Dengan menjadi anggota kesatuan itu mereka dapat menjalankan aktiviti untuk menolong nasib masa depan selepas bersara dari pelbagai jawatan kerajaan," katanya kepada Bernama selepas merasmikan Majlis Himpunan Kasih Pesara Kerajaan/Badan Berkanun peringkat jajahan Machang di sini Sabtu.

Katanya walaupun terdapat ramai bekas penjawat awam yang bersara di seluruh negara dan menganggotai banyak kesatuan tetapi mereka tidak bergerak atas satu badan gabungan.

Beliau berkata antara tuntutan bekas penjawat awam ialah menseragamkan bayaran pencen untuk kakitangan awam yang berkhidmat di bawah Jabatan Perkhidmatan Awam (JPA) dengan pesara tentara atau polis.

Penjawat awam harus sedia hadapi agenda transformasi
MIRI: Para penjawat awam di negeri ini digesa supaya sentiasa mengorak langkah untuk membantu kerajaan dalam usaha menyebarluaskan Program Transformasi Kerajaan (GTP) hingga  ke peringkat akar umbi dalam usaha membangunkan negara dan bangsa khususnya Sarawak.
Timbalan Setiausaha Kerajaan Negeri, Datu Misnu Taha berkata, sejajar usaha kerajaan untuk melonjak serta merancakkan pembangunan di negeri ini, setiap penjawat awam perlu menghadapi agenda transformasi era globalisasi ini dalam situasi kesiapsiagaan yang sewajarnya.
“Dalam konteks ini, adalah disarankan agar semua penjawat awam di negeri ini sentiasa berusaha mempertingkatkan ilmu dan kemahiran diri dalam apa jua bidang yang sesuai dengan tuntutan zaman kini,” ujar beliau lanjut.
Justeru, tegas beliau, dalam usaha pihak kerajaan untuk memastikan agar agenda yang dihasratkan ini menjadi realiti, komitmen semua pihak sama ada pihak pemimpinan atasan mahupun anggota bawahan adalah amat dihargai.
“Sehubungan itu, sokongan padu dan mantap daripada seluruh penjawat awam akan memperkukuhkan lagi nada gagasan yang dilaungkan,” katanya.
Misnu berkata demikian pada ucaptamanya semasa merasmikan Seminar CUEPACS Bahagian Sarawak yang berlangsung di sebuah hotel terkemuka di sini pagi semalam.
Seminar sehari itu yang bertemakan ‘Ke Arah Transformasi Penjawat Awam di Sarawak’ dihadiri sermai 120 orang penjawat awam yang mewakili pelbagai jabatan kerajaan di bahagian Miri.
Hadir sama pada majlis itu ialah Timbalan Presiden Kongres Kesatuan Pekerja-pekerja Dalam Perkhidmatan Awam (CUEPACS) Pusat Azih Muda, Setiausaha Kewangan CUEPACS Jaafar Mansor, Pengerusi CUEPACS Bahagian Sarawak Cecillia Yong Mee Chai dan Timbalan Residen Abdul Aziz Mohd Yusof.
Terdahulu, ketika berucap pada majlis sama, Jaafar menasihatkan para penjawat awam agar sentiasa mengamalkan budaya berjimat cermat ketika berbelanja meskipun telah menerima pelaksanaan gaji baharu di bawah Sistem Saraan Baru (SSB) yang ditambah baik.
“Kita minta penjawat awam supaya berbelanja ikut kemampuan. Simpan-simpanlah sikit untuk keperluan masa depan kerana kita tidak tahu ada atau tidak kenaikan pada tahun depan,” katanya.
Dalam pada itu, beliau menegaskan, CUEPACS amat mengambil berat tentang kebajikan para penjawat awam dan tidak mahu dilabelkan sebagai pihak yang suka meminta-minta.
